In order to distribute a report in SAS Visual Analytics Designer, you must be assigned the Visual Analytics ► Advanced ► Build Data capability. This capability is assigned by default to the predefined Visual Analytics: Data Building role.

If you do not have this capability, then the Distribute Reports dialog box does not open when you select Distribute reports from the report menu. If the browser tools are open, a 403 Forbidden error occurs, which references SASVisualDataBuilder.   

To circumvent this issue, you must be granted the Build Data capability either as an individual or as a member of a group.
